HPV VACCINE
(PUBLIC HEALTH) — The Department of Public Health is getting ready to administer the second dose of the human papillomavirus, or HPV, vaccine to female students in the high schools of the CNMI. Three doses are necessary to complete the vaccine series. Although the second dose will be administered at the schools starting Dec. 10, any student who failed to get her first HPV dose can still get her first shot while the second dose is being administered at school. She can also visit the Southern Wellness Community Center in San Antonio or any private clinic on Saipan to acquire the first dose. The free vaccine is also available for girls 18 and under who are not in school. Girls under the age of 18 must have written consent from her parents or guardian to receive the vaccine. ONLINE theft by identity fraud and electronic fencing could be prosecuted in Guam under a bill that seeks to establish the territory’s jurisdiction over such Internet crimes — or some of them.
The introduction of the bill was prompted by the growing number of crimes that include the sale of stolen items online and fraudulent transactions that involve stolen or hijacked credit cards.
A grand jury in New York last week indicted 17 people on charges of identity theft, worldwide trafficking in stolen credit card numbers and other types of cyber crime after the completion of the second phase of a two-year investigation.
Bill 188 would allow victims of online theft to bring criminal action in connection with the offense committed “in any locality where any part of the offense took place, regardless of whether the defendant was ever actually in that locality.”
The bill was introduced by Sens. Ray Tenorio, R-Yigo, Frank Ishizaki, R-Yona, and Adolpho Palacios, D-Ordot/Chalan Pago.
Under the bill, anyone found using the Internet to sell stolen merchandise could be convicted for the offense of “Online Sale of Stolen Property.” The offense would be considered to have been committed “in any locality where any part of the offense took place, regardless of whether the defendant was ever actually in that locality.”
A person found using hijacked accounts may be charged with “Online Theft by Deception.” The state or territory where the item was ordered and/or received has the jurisdiction over this offense.
“It is discretionary, not mandatory, to bring all criminal actions in one jurisdiction when the offense involves two or more jurisdictions,” the bill states.
All over the world, computer crime is increasingly being tracked, analyzed and legally defined to transcend the nebulous nature of the Internet and e-crimes.
Since Internet laws vary from jurisdiction to jurisdiction, criminal offenses that can result in prosecution in one country or state might be legal in another.
